Why Wasn't Duncan Suspended?

As everyone pretty much knows by now Amare Stoudemire, Boris Diaw, and Robert Horry were suspended for their roles in an altercation during the last Suns-Spurs game.

According to Reuters:

The 36-year-old Horry was suspended for his flagrant foul against Suns guard Steve Nash and for striking guard Raja Bell with a forearm during Game Four of their Western Conference semi-finals series.

Stoudemire and Diaw were penalized for leaving "the immediate vicinity of their bench" during a fight, Jackson added.
The question I have is, why wasn't Tim Duncan suspended? He walked further off the bench than either Stoudemire or Diaw. Check out the video for yourself:

Just a guess, but I think it's because there was no fight going on at the time. Jack McCallum said on the radio this afternoon that if the player who got undercut had stood up and slugged somebody, THEN Duncan and Bowen would have been in trouble.
